The International Congress for Protecting the Rights and Freedom of Citizens – SHIELD is a prominent international non-governmental organization (NGO) dedicated to defending human rights and advocating for justice in conflict zones across the globe. Headquartered in Brussels, Belgium, the organization is also known as “The Global Shield Organization.”
Founding and Origins
SHIELD was established in 2011 in Ukraine, initiated by a group of human rights activists in response to escalating humanitarian crises in areas of armed conflict. The organization has been led since its inception by its founder, Dr. Saleh Muhamed Daher, who currently serves as its president.
The organization declares its mission as monitoring human rights violations, supporting crisis-affected communities, and promoting international legal standards—especially the Universal Declaration of Human Rights.
Mission and Objectives
SHIELD seeks to contribute to the protection and promotion of human rights by:
Safeguarding fundamental rights and public freedoms.
Enhancing international justice mechanisms and the rule of law.
Combating violence, discrimination, and hate speech.
Providing support to communities affected by conflicts and disasters.
Promoting peace, tolerance, and cultural coexistence among nations.
Principles and Approach
The organization grounds its work in international human rights law and international humanitarian law. It actively collaborates with civil society organizations, governmental bodies, and relevant international institutions. Its approach is driven by global values of justice, accountability, and respect for human dignity.
Areas of Work and Activities
SHIELD operates in multiple fields and carries out a wide range of activities, including:
Organizing international conferences and forums on human rights issues.
Publishing fact-based reports on human rights conditions in conflict zones.
Conducting awareness campaigns and field-based humanitarian initiatives.
Participating in mediation and dialogue processes to promote civil peace in conflict regions.
Global Engagement
SHIELD maintains a dynamic presence in international human rights platforms through:
Submitting formal communications and periodic reports to the United Nations and other relevant bodies.
Conducting documented field investigations to monitor violations.
Engaging in international legal and humanitarian panels and committees.
The organization places special focus on war victims and marginalized communities, stressing that the absence of international accountability fosters repeated violations and erodes trust in the global human rights system.

“Together for One Humanity.”
